If a sign is to be installed on a building, a permit is required.  A DOB issued sign permit will allow you to install the sign after your licensed sign hanger has obtained a permit.   NYDA will prepare a application paperwork and file an alteration type 3 application with NYC Deptarment of Buildings to obtain approval.
