Filing with OER is required to secure permission to work on specific sites as designated on the NYC zoning map as "little E" restricted sites,  with restrictive declarations or Hazmat issues.  This involves preparing application documents to file with the NYC Department of Environmental Remediation at their Gold Street office. OER approval is required prior to DOB approval.
